Governance Policy

This document sets out the governance policy for the Project. By appending their name to the maintainers.md file, a maintainer consents to this policy and commits to following all Project policies, including the code of conduct.

1. Roles

The Project has several roles, defined below. The Project may introduce new roles and document them.

1.1. Maintainers

Maintainers direct the Project's development, upkeep, and enhancement. They also build consensus among Contributors. The Project can appoint or dismiss Maintainers with the current Maintainers' consent.

1.2. Contributors

Contributors include individuals who have contributed to the Project.

2. Decisions

2.1. Consensus-Based Decision Making

The Project makes decisions by consensus of the Maintainers. Unanimous agreement is preferred but not required. Maintainers will reach consensus by weighing the predominant view of Contributors and the nature of the support and objections. Maintainers will document the evidence of consensus.

2.2. Appeal Process

A decision can be appealed by opening an issue. Maintainers will review the appeal in good faith and respond in writing promptly. If the Maintainers reject the appeal, it may be escalated to the Organization Steering Committee, which will also respond in writing promptly.

3. Operational Principles

3.1. Openness

Participation is open to all individuals directly and materially affected by the activity, without undue financial barriers.

3.2. Balance

The development process aims to balance the interests of Contributors and other stakeholders and to achieve diverse representation of Contributors across interest categories.

3.3. Coordination and Harmonization

The Project will address potential conflicts or inconsistencies between its releases in good faith.

3.4. Consideration of Views and Objections

All written views and objections from Contributors will be considered promptly.

3.5. Written Procedures

This governance policy and the Project's other procedural documents will be accessible to any interested party.

4. Transparency of Information

Information disclosed during any Project activity, including meetings, contributions, and submissions, is not confidential, even if marked or stated otherwise.

5. Trademarks

The Project's names, trademarks, logos, and associated goodwill ("Marks") are governed by the Organization. Maintainers may use these Marks only in accordance with the Organization's trademark policy. Rights to the Marks held by a Maintainer who resigns or is removed revert to the Organization.

6. Amendments

This governance policy can be amended through a two-thirds majority vote of all Maintainers, subject to approval by the Organization's Steering Committee.
